It provides the bulk of the jobs and GDP in the West which is taxed along with the Oil itself provincially, the feds take the excess money per GDP and send it to provinces that are spending more per GDP than they can afford, therefore Oil revenue is used nationally for social policies
What one would need to do would be to look at Norway and see how they conduct themselves - as they seem to be able to get by quite nicely with no national debt.

Actually the NEB is suppose to be an independent board, until the Libs decided to interfere in the process.
This is how the process is suppose to work: An Energy company submits plans on an interprovincial project to the NEB for review, included in the application is public consultation plans, environmental protection plans, compensation plans, partnership plans, etc. NEB reviews the plan with recommendations if needed and give the project either thumbs up or down to go ahead and apply for permits. If the NEB gives the thumbs up they submit to the Gov. their review, conditions, recommendations that the Feds. can attached to the construction permits. The Gov. job is to review the permit submission, read the NEB review and either give a yeah or neigh to the project.
JT now has the NEB under direct control by the Gov. giving direction to the NEB on the review process and changing who sits in the seats of the panel taking the independence out of the NEB which is in direct contrast to the process as it was designed to perform. IMO
