Personally i think conspiracy to foment a palace coup against POTUS is grounds for dismissal. Even in jest it exposes a deep antipathy for the chief executive to whom he reports. Of course the mechanics of invoking the 25th Amendment make it prohibitive.. ie the assent of the VP, majority of the cabinet, two thirds of both the House and the Senate. It is designed for situations where the President has become incapacitated, not when he is pursuing unpopular policies. There are other checks and balances intended to constrain that in the national interest.
I've heard some speculation the reason the NYT published this is that it primes the Congress for Impeachment. I consider that inevitable (although conviction in the Senate is unattainable) if the Dems take the House.
But i'm cautiously optimistic that the Republicans will retain control of both Houses. Which will bankrupt and split the Dems for years and force them off the Free Trade, libertarian, feminist, homosexual, radical antihuman environmental bandwagon that has led them far from working families and their populist roots.
If the Repubs keep control of the House Sessions, Rosenstein and, Mueller will all be out pounding the pavement within weeks. Mueller will likely be ordered to wrap up his report, pass all open cases to regular U.S. Attorneys and, leave the premises forthwith.
