Think it's hard to build big projects in Canada now? Wait till you see the Liberals' new bill

A fight over the federal government’s bill to overhaul the National Energy Board has been playing out away from the public eye but is expected to take centre stage in the Senate in September.

Behind the scenes, lower levels of government, companies and think tanks have been suggesting changes to Bill C-69 — which would turn the NEB into the Canadian Energy Regulator and establish an Impact Assessment Agency for new resource projects with a new scope and timelines.

At a recent meeting of energy ministers in Iqaluit, Saskatchewan’s Bronwyn Eyre said she and her counterparts in Alberta and Ontario raised concerns with the bill, which she called “an existential threat to our competitiveness.”

“It is the least-reported development that poses the greatest economic risk. I think there are no bones about that,” Eyre said, adding her government is considering appearing before the Senate to raise their concerns.

McCuaig-Boyd, Alberta Environment and Parks Minister Shannon Phillips and Indigenous Relations Minister Richard Freehan wrote their federal counterparts earlier this summer, saying “energy leaders are voicing their concerns about many of the federal government’s proposed changes and Alberta shares many of those concerns. Many have suggested they will not be making new investments in our country.”



I am completely amazed that the Liberals have managed to keep this issue out of the media attention, and that no one is talking about this and the irreversible damage that it will do to our resource sector. If this passes, it will undoubtedly be the final nail in the coffin for Canada's competitive resource economy.

Is everyone still worried that the Liberals are going to change the NEB process now that the process has been revealed to be hopelessly corrupt?

I thought not.

Corrupt with what? I see that the Libs. version of environmental review has been rejected, the new bill will change it how? Just grow a pair and step in with Canada's best interest to get this done and get"R"Dun

Last week, the Canadian Federal Court of Appeal ruled that the country's regulatory process involving that pipeline expansion project was "impermissibly flawed." Not only did the government fail to include project-related tanker traffic, but it didn't fulfill its legal duty to consult with First Nation groups (the indigenous people of Canada). That ruling will put an immediate halt to construction of the project.

The consultation B.S. was the original reason for the shutdown for outgoing Harper, incoming Trudeau changed the consulting process and added countless extra impact studies for the new Pipeline constructions on the books. It's on Trudeau for having this failure why didn't he do in depth study on tanker traffic here versus Northern Gateway where he banned tankers. Probably because the tankers are already using this waterway and any extra tanker traffic would be minimal.


I called the consultation process as B.S. and it is, the process is suppose to consult and listen to the landowner's concerns directly effected by the new construction whether it is surface or mineral rights. The new process that was just rejected was to include FN bands within 80km of the new construction, what is going to be acceptable? Why are FN getting more consideration in these process in Canada than any other ethnic group? Why does new construction have to include 30% Native hire? like I said B.S.

I heard they found the missing killer whale and she is back with her pod . She apparently wasn’t killed by oil tankers after all .

they did not even study the effect on the maritime environment or consult with First Nations.
