According to the 8 AM news on C.B.C. radio. I imagine there's promotions within the ranks. Will $1 million per annum in increased salaries and travel expenses cover it?

"Jim Carr, who served as Trudeau’s natural resources minister, has been named Minister of International Trade Diversification — a major issue for the Liberals as they navigate an increasingly difficult relationship with the United States.
Filomena Tassi becomes Minister of Seniors, a role Trudeau left out his cabinet after the 2015 election. Tassi, a Hamilton MP, will be tasked with reaching out to that ever-important voting demographic.
Bill Blair, the former Toronto Police Services chief, has been given the newly-created role of Minister of Border Security and Organized Crime Reduction — potentially a response to the Conservative Party’s increasing focus on the issue of irregular migration at the Canada-U.S. border, and an attempt to boost the Liberals’ public safety bona fides.
Most of the senior roles in cabinet remain unchanged — people like Bill Morneau at finance, Chrystia Freeland at Global Affairs, Ralph Goodale at Public Safety, Harjit Sajjan at national defence, Scott Brison at Treasury Board."

It's silly to think you will stop the flood of irregulars though. Canada is completely at the mercy of the U.S. in that respect.
