OTTAWA — Grappling with a historic level of asylum claims, the Immigration and Refugee Board appears to be officially giving up on following regulations dictating they must hold refugee hearings within a certain time.
(LIE-berals are also apparently grappling with historic levels of Cdn frustration surrounding how to deal with these illegal trespassers!)
Meeting the legislated time frame to hear claims has increasingly posed a challenge for the independent tribunal as the number of asylum seekers has risen steadily since 2014.
But after running out of internal solutions, a statement from the board Tuesday suggested they are simply out of options in the face of a backlog that grows larger by the day.
Instead, they will hear claims primarily in the order in which they were received.
(In other words legitimate immigrants and their families who are already living in Canada and thus eligible to vote have gotten annoyed that unskilled, ill educated illegals- many of whom cannot be properly security screened because they are not truthful about who they are and where they came from- have pushed ahead of legit immigrants and are getting preferential treatment from LIE-berals!)
“Many refugee claimants have been waiting a long time for their hearing,” said Shereen Benzvy Miller, deputy chairperson of the board’s refugee protection division.
“Given the current situation, focussing on hearing our claims in the order in which they were referred, while making room for efficiencies, is the right thing to do.”
Over 47,000 new claims for asylum were referred to the IRB in 2017, a record-setting number, due in part to a surge of asylum seekers at the Canada-U.S. border. Over 18,000 people crossed illegally into Canada last year to claim asylum, according to statistics from the board.
As of the end of December, there were 43,000 cases awaiting a decision, and as of Feb. 1, the projected wait time for claims was 20 months.
Rising numbers of new claims have a domino effect, the board said Tuesday. With the increase, comes an increase in people appealing decisions. If they win those appeals, their claims must be reheard.
(IN other words LIE-berals appear to have deliberately set up the system to bog down so they can later issue a blanket amnesty to hordes of illegals- just before the next federal election! LIE-berals NEED those votes because so many ordinary Cdns are NOT happy with LIE-berals and will not support them!)

“With the significant increase in new refugee protection claims, the waiting time for other matters such as older claims and returns from the Refugee Appeal Division and the Federal Court that must be reheard has also increased,” the board said.
“In order to be able to hear all these other matters in a reasonable period, the (refugee protection division) must remove new referrals from its current schedule at this time due to operational limitations.”
(Yes- and one of the claims that must be reheard involves a Guatemalan leader of a death squad who was previously denied entry to United States due to his murderous past and who now wants Canada to take him in!)
Regulations laying out time limits to hear asylum claims came into force in 2012 as part of the previous Conservative government’s overhaul of the refugee determination system.
(Oh- time limits to hear asylum claims- does that mean a get out of jail free card if immigration judges do not work fast enough? Sure sounds like it! And what happens to the illegals that are suspected of being criminals and such- but proof cannot be found quickly enough- do they also get out of jail free like the 4 fraudsters and 7 killers? No harm and no foul if cops cannot dig up dirt fast enough to satisfy LIE-berals- and trouble is set free here by carefree LIE-berals?)
The government was trying to address lengthy delays in the refugee determination process, which at the time included waits ranging from 20 to 24 months and a backlog of about 32,000 cases.
The new system was known as the designated country of origin program and divided claimants into categories, depending on where they were from. In turn, time limits were attached for refugee hearings — between 30 to 60 days depending on where the claim was filed and where the claimant was from.
At first, internal audits of the program have suggested, the time limits weren’t a major issue, but as the number of asylum seekers began to rise beginning in 2014, the board started to struggle to meet the deadlines and a backlog began to grow. The issue has been flagged by the board in nearly all of its reports to government since.

The Liberal government has promised to overhaul the country of origin regime, but has yet to introduce any changes.

They don't like Haitians, Latinos, and the latest surge in migrants from Africa has really caused them to panic.
Now let's have a look at reality. Not one of these people has yet been deported. Most haven't even had their first preliminary hearing. After they do get a hearing they can file an appeal. If that doesn't work they can go to the courts, and go through the full process of hearings and appeals again with legal assistance paid for by Canada. By the time all this plays out they'll have been here for at least 5-6 years, and will appeal again on humanitarian grounds claiming they've set roots down. They may have married or had kids. If after all that they lose, they'll almost certainly just disappear into the community. Years later, if caught, they will start the process of appeals once more on new humanitarian grounds.
This leaves aside that the acceptance rate for 'refugee' claims has doubled from the Tory days, from about 35% to over 70%.
So in reality, virtually every single one of those economic migrants who crosses the border is going to be staying here on welfare for a long, long, long time. Why shouldn't they come?
The UN definition of a refugee, which Canada follows, means almost no one from Haiti or the Dom Republic qualifies.
A refugee is someone who has been forced to flee his or her country because of persecution, war, or violence. A refugee has a well-founded fear of persecution for reasons of race, religion, nationality, political opinion or membership in a particular social group.
Poverty is not in there. For that matter, persecution because you have a crappy, nasty government isn't in there either. Haiti is mostly run by the UN. They're not going to be persecuted there. It's just nasty poverty they're fleeing. For which I don't blame them. But I don't want to pay their welfare bills either.
Btw, the Syrians didn't qualify either, except for the Christians and Yazidis. Muslims fleeing a Muslim civil war do not qualify as UN refugees.

Consider: For anybody looking for the definitive answer to what manner of utterly destructive goof our former prime minister Pierre Trudeau was- and what sort or poisoned values he passed on to his wretched son Justin, one has only to look at the Ottawa Citizen review of a biography of his life written by Max and Monique Nemni. I have drawn out some highlights of that review and then added some comments of my own to the Citizen review and my words appear in brackets. The review appeared in the May 31, 2006 edition and the Nemnis are quoted as follows:
“We discovered a Trudeau who was remarkably different from what we and everyone else had assumed," authors Max and Monique Nemni write in their book, Young Trudeau: Son of Quebec, Father of Canada, 1919-1944.
Even those involved in the book's production say they were shocked at what it reveals about the man who is widely regarded as a modern father of Confederation.
"I was astounded and appalled by this lengthy and convincing account of Trudeau's intellectual journey to the age of 25, long past the age when these activities can be dismissed as youthful follies," says the book's publisher, Douglas Gibson, a long-time admirer of Canada's 15th prime minister.
(Gibson is referring to the Trudeau dedication to anti Semitism, radical Communist ideology and disdain for the democratic process and his separatist ideals).
However, the Nemnis' book draws on Mr. Trudeau's own writings to demonstrate that in the late 1930s, as a student at the Jesuit-run College Jean-de-Brebeuf, Mr. Trudeau ardently embraced the chauvinist francophone nationalism.
In 1936, at the age of 17, Mr. Trudeau wrote a school essay that portrayed him as someday leading a separatist army to create an independent and Catholic Quebec. In one school essay, he sketches a fantasy of being a revolutionary blowing up "the enemies' munitions factories."
"I will return to Montreal sometime around the year 1976: the time is ripe to declare Quebec's independence. The Maritime provinces join with us, and so does Manitoba. I take command of the troops and lead the army to victory. I now live in a country that is Catholic and Canadien."
Mr. Trudeau also demonstrated a distinct lack of multicultural credentials in his youth. He wrote a one-act comedy of manners in 1938 that "was intended to bring out the difference between dishonest and profiteering Jews and honest but too naive French Canadians." The play was selected by the college to mark its 10th anniversary and was "a great success."
Nor, it seems, was young Mr. Trudeau enamoured with liberalism. "Liberalism leads to excesses: to unemployment, anarchy," he wrote in jotting down the main ideas of the "first serious book" he'd read, Pour nous grandir by Victor Barbeau.
One book Mr. Trudeau particularly admired was by Alex Carrel, who won the Nobel Prize for medicine in 1912, and, in 1941, returned to Nazi-occupied Europe to become a star in the collaborationist Vichy regime led by Henri Petain. In L'homme, cet inconnu, published in 1935, Mr. Carrel denounced democracy as foolish and harmful.
"The equality of rights is an illusion. The feeble-minded and the man of genius must not be equal before the law. ... The sexes are not equal."
(I guess that Trudope remark about the `sexes` largely explains why Margaret Trudope ran off to New York/Studio 54 with the Stones and got FAMOUSLY photographed slouching without her underwear! Marg Trudope could give Brittany Spears lessons on public indignity! And no wonder she was a little unstable with a hubby like Pierre!)
Young Mr. Trudeau regarded it-the Carrel book- as the "perfect" book that needed "to be assimilated entirely."
As a first-year law student at the Universite de Montreal in the fall of 1940, Mr. Trudeau wrote notes on the defects of democracy: "Ignorance, credulity, intolerance, hatred for superiority, the cult of incompetence, and excess of equality, versatility, the passions of the crowd, the envy of individuals."
Indeed, like most Quebecers, Mr. Trudeau was against wartime conscription. But his objection wasn't just passive. Young Trudeau advocated what can only be, considering the circumstances, as treason.
In 1942, Mr. Trudeau gave a speech supporting the anti-conscription candidate Jean Drapeau, the future mayor of Montreal. The speech, say the Nemnis, was "anti-British (and) anti-colonial." He denounced the "military clique" ruling Canada and the "disgusting dishonesty" of the (LIE-beral!) Mackenzie King government in forcing conscription on French Canadians. "And if we are not in a democracy, let the revolution begin without delay."
(In other writings not connected to the Ottawa Citizen review, Turdeau was asked why he did not join the fight against Hitler and he responded “I was taught to stay away from Imperialist wars”!)
Rhetoric perhaps, but Mr. Trudeau went on to denounce the Canadian government for even having declared war against Germany in 1939, "at a time when America was not threatened with an invasion, at a time when Hitler had not yet won his staggering victories."
The Nemnis attribute Mr. Trudeau's youthful attitude to the influence of his upbringing and the social environment in which he was raised.
The Nemnis themselves have admitted in interviews that as friends of Mr. Trudeau, they were uncertain about revealing everything they discovered. The Nemnis, academics in the fields of political science and linguistics, describe themselves as left-leaning liberals and staunch federalists. Between 1995 and 2000, they edited the pro-federalist magazine Cite libre (and some call it Communist inspired as its idea of strong federalism included radical socialism as economic policy) at the urging of Mr. Trudeau, who was one of the magazine's founders in the 1960s.
"We were his friends and we wondered whether we should reveal this," said Ms. Nemni, who, along with her husband, got Mr. Trudeau's approval for the biography in 1995.
And they wonder why Mr. Trudeau saved the material, considering the damage it could do to his reputation. "We believe that he had failed to face up to the follies of his youth, but was unwilling to cheat with history."
(I say: The Nemnis and Douglas Gibson are of course desperately seeking some excuse for their suddenly disgraced and much admired leader and long time friend and they wish to pin his disgraceful attitudes onto youthful foolishness-this is deceit on a grand scale! Trudeau was a life long hard core communist who carefully followed the Stalinist party line.
In early 1939 when Stalin and Hitler announced their non aggression pact, it meant that Hitler became a Stalin ally and thus somebody to be supported by Trudeau. The pact cleared the way for Hitler to attack Poland in Sept/39-free from the threat of Soviet interference) and this turned Britain into a Trudeau enemy-daring to elect anti communist Churchill and then declaring war on Germany and when Canada joined the fight WE also became imperialist enemies of Trudeau!
The Nemi`s speak of a strong anti semitic streak in staunchly Catholic Quebec of the early 20th century and this would have been the a Trudeau value as well so they say. However the motivation for Trudeau to be riding about Montreal wearing a German army helmet derives from his Stalinist leanings. Jewish groups with the aid of Swiss Red Cross were doing all they could to expose the ever more savage atrocities committed against Jews, Slavs and political opponents in the Nazi occupied territories and they were making the Nazis look bad-and by extension they were making Stalin look bad so Trudeau took action.
There are a number of accounts of Trudeau riding through Jewish neighbourhoods on his Harley Davidson. Some stories suggest he only had the helmet while others say he wore a full Nazi uniform. One has to assume that since he was so busy writing speeches denouncing Britain; he often had scheduling troubles and simply donned the helmet and left the rest of the uniform at home-at other times with less demands on his time he donned the full uniform. He has also been reported giving the finger to Jews on the street-an early form of Salmon Arm Salute!
The Trudeau act with the helmet and uniform was not a one time thing nor was it a simple prank-his act was designed to send a message-one as plain and stark as planting a burning cross in front the residence of a 1950 Mississippi Black family. The message was this-we know who you are and where you live. You need to learn your place and keep your head down and your mouth shut-and MAYBE trouble will pass you by. I believe this is why Trudeau repeatedly appeared in Montreal suburbs in his regalia-as an attempt to intimidate anti Hitler critics into silence.

Would-be ISIS fighter caught threatening to bomb girlfriend's car

As a wannabe ISIS fighter, Ismael Habib had all the wrong moves. The Montreal native was stuck in Canada while his wife, in Syria with their children, kept bugging him to get on a plane and join the fight.
The Mounties were aware of his efforts to join the terrorist organization. And when he tried to get a passport under his brother’s name, using his brother’s driver’s licence as identification, the federal passport office told him to get lost.
(Got to wonder why the guy was not allowed to leave Canada- tip off some suitable people and let him get onto a hit list of people opposed to Isis? Let him find out what fighting with Isis is all about- in a hail of bullets? Certainly NO NEED to let him stay in Canada with such a CRAP attitude? But hey- LIE-berals LOVE those Muslim votes they are buying at such high prices!)
By late 2015, Habib, 29, had met a new woman from Gatineau, and moved to Gatineau to be with her. But that started going badly, too. He wanted her to quit her job because it put her in contact with men, and to wear a veil. No way, she said.

So he sat around watching ISIS videos that showed prisoners being killed. He made her listen to them. And finally, when he got mad and told her he was going to blow up her car while she was in it, she went to the Gatineau police, who arrested Habib and found several pieces of fake ID and his ISIS videos.
On Tuesday, lawyers argued about whether Habib was just a small-time maker of threats, or a more sinister and frightening figure. He has been convicted of threatening the girlfriend (who cannot be named under a court order) and having the fake ID. He will be sentenced Friday.
(Gee- maybe LIE-berals should not bother wasting precious court time trying to find out if the goof is really dangerous since LIE-beral court time is so limited that LIE-beral hug a thug judges have recently- in summer 2017- RELEASED SEVEN accused killers because they cannot get a trial in a reasonable time! Why not just go ahead and promote woman`s rights and family values and send the Muslim goof back to his wife in Syria- surely it would be a good thing if he actually made efforts to support wife and kids once in a while?)
“He’s not the worst of the worst. Far from it,” Habib’s lawyer, Jacques Belley, told the court on Tuesday. For threats on this level, he said, “we frequently see fines accompanied by probation.”

There was no act of violence, he said. No weapons, no explosives. “Did madame (the girlfriend) see any weapons in the home? No.” And although Habib wanted the girlfriend to quit her job and start wearing a veil, he never actually forced her to do so, Belley said. Instead, there was “only one threat” on one occasion.
But Crown prosecutor Marie-Josée Genest was looking for the maximum jail term of 18 months. She said his harassment of the girlfriend is coloured by the separate case in Montreal, the one that deals with his stalled efforts to go to Syria and fight for ISIS. He has been convicted on terror-related charges in that case but has not yet been sentenced.
(Again I must ask WHY LIE-berals think letting such goofs into the country would be good for Canada? And the answer looks like it ought to be that LIE-berals are DESPERATE to BUY votes and cling to power at any price! Even if it means having to defend Muslim terrorists to the sullenly angry Cdn public!)
While there is a line between the threatening and the efforts to join ISIS, “the line is thin,” said Genest.
In some cases, someone might dismiss a single remark about putting a bomb in a car, “but (the girlfriend) had reason to believe him,” she said. This was, after all, someone who claimed to have terrorist connections.

She said the young woman lived in a “climate of fear” for the three months they were together in late 2015 and early 2016.
Genest said that forcing the woman to listen to violent ISIS videos over and over, with their repeated real-life violence, was a serious form of harassment in itself.
“We must send a message, a strong message” that society won’t tolerate behaviour like Habib’s, she said.
Habib spoke briefly on Tuesday by video link from jail, to illustrate what he said were extenuating factors in his case.
He spoke of the “loving relationship” between him and his girlfriend- without mentioning his wife- and said he took good care of her. There was no violence, he said, and when the police searched his possessions they found no explosives and no bomb-making equipment.
The bomb threat, like the rest of his terrorist career, was just empty talk.
The sentencing continues Friday.

If he was being tried in English Canada he'd be given an absolute discharge and an apology, but the French have been told they're allowed to have a culture (unlike the English) and to be proud of it and to protect it, and so they're far less tolerant of foreign religious fanatics. So it's possible he might get a little jail time.
