All people will believe except the wrong-doers.
And because most people are wrong-doers: then most of people may not believe.

For this reason, the early followers of God's apostles were only a small number of people, while most people denied and ridiculed them.

Quran 17: 89, which means:
(And We have displayed for people, in this Quran, all kinds of parables, but most of people refuse anything other than the denial [of the truth.])

While this aya in the Quran 17: 99 explains why most people deny the truth and so they do not believe: because most people are the wrong-doers:

(Have they not seen that God Who created the heavens and the earth is Able to create the like of them?
Moreover He has appointed for them a term [to live then die], of which there is no doubt; yet the wrong-doers refuse anything but to disbelieve [and deny the truth.])

SECOND:

Why the wrong-doer will not believe
Because the guidance as a whole is up to God, so that none may believe unless God will guide him.
Therefore, man sees the truth before him .. so clearly .. and yet some men choose to believe and others choose to disbelieve ..

And because God Most Gracious does not like the wrong-doer, He will not guide him, and so such one will be either an atheist or an idolater (the idolatry means associating others with God in the worship and glorification.)

This meaning is explained in a large number of the Quran ayat as in the Quran 10: 100, which means:
(No soul can believe [according to your will, Mohammed], but only according to God's leave [to His angels to inspire him e.]
And He lays [psychological] illness on those who do not use their reason [but they hold fast with the traditions of their fathers f.])

100 e It means: God gives permission to His angels to let him long to the belief, and make him desire in it, by means of inspiring into him, so that he will believe and convert.

100 f i.e. who do not use their minds, but they cling to the traditions of their fathers.

THIRD:

Prophet Mohammed - salam to him - was earnest to convey his message to people, and he strove to make all people believe, but he could not achieve this: for some believed while others did not believe ..
Therefore, God - be glorified - told him that it is not his duty to make people believe, and his duty is only to convey the message, while the matter of guidance is up to God alone ..

so that God guides those among them who are kind-hearted, the just and the giver of charity to the poor .. on the other hand He misguides the hard-hearted, the wrong-doer, the transgressor who is over-proud on people.

This meaning is explained in the aya just before the one explained above, that is the aya 10: 99, which means:
([O Mohammed,] if your Lord had willed, all those in the earth as a whole [: all the planets] would have believed.
Then can you compel people to become believers?)

Afterwards, comes the aya 10: 100, which means:

For a change I basically agree with you, although it might be in order to exchange Cliffy for Durry. In defense of Cliffy he lacks the viciousness others possess.
