I am not a conservative nor a liberal for that matter but I would assume being in poverty
and having ID would be two different things. Id is not just for voting, its for getting access to services
everything from banking, social assistance to getting on a plane.
In Canada for a federal election one gets a voter card in the mail if one registers to vote.
Just because people are poor doesn't make them stupid either

service, or get a job, or pay taxes, or any of a multitude of

Pretty much every country has requirements that must be met in order to participate in the democratic process. Citizenship, minimum age etc. These requirements are the to insure only those eligible vote and that they only cast 1 ballot. I don't see how proving who you are and where you live should be a problem. At any given moment the USA has roughly 5 million foreigners in the country on vacation. Without voter ID requirements they could all theoretically vote.
