What's the difference between the two phrases? They may have different word order and one has the inclusion of a preposition but, other than that, both phrases mean exactly the same thing.

But they really confuse us, do those people who seem to think they are special enough to tell the rest of us what we can and cannot say. One minute they are telling us "Don't say n*gger! The politically correct, non-offensive term to use is 'coloured people!'"
