Roasted coal would get rid of the volatile components such as water, methane, hydrogen, and tar and then you could implement it as part of a filter system that would clean out any contaminates that might get into a public line through misuse, accident, whatever. as the clean water coming out the tap is the goal. That would sell more coal per year than is being trimmed back because the plants are running at a high efficiency at the moment. (as far as I know cleaning is ringing it up to 500F for a few hours and then reuse it so there is no waste and if there was it could be burned)
