Let's not forget the new coal power plan being put online each week in China. I am sure the Chinese CO2 will remain well within China's borders.

Damn Thee! We are supposed to ignore China and India!

But what do you care about our ability to live a normal life. You don't. All you care about is some climate change. That's going to happen regardless on if we tax carbon or not.

.

Flossy could care less about the climate.

There's only one definition of revenue neutral in this context and that is simply that the money goes back out as investment or tax credit.
OMG, you're either completely clueless or entirely disingenuous. It's a taxing procedure that allows the government to still receive the same amount of money despite changes in tax laws. The government may lower taxes for one particular group of people, but raise taxes for another group. This allows the revenue that they receive to remain unchanged (neutral).

In other words, if you introduce an across the board carbon tax, you need a corresponding across the board reduction elsewhere or else it's simply just another tax grab by the govt.

I've said this before but it might bear repeating. Ontario is in a position to pioneer a new industry if the idiots running the show ever get their collective heads out of their a$$es. We can already capture and sequester CO2, but now we can also break CO2 down into useful elements and compounds. There are even two different methods that produce different elements and compounds.
The rub is, it's quite energy intensive. But for Ontario, that's actually a benefit. 85% of Ontario's hydro generation is not powered by fossil fuels, so we have nice clean energy. Unfortunately, Ontario also constantly over generates what it needs and can export, often times dumping excess generation or paying Hydro Quebec 2.5 cents per Kwh to take it off our hands. This large excess of generation could and should be used to power a whole new industry, breaking down CO2. There's good long-time employment prospects since the supply of CO2 would be fairly steady. It would be innovative, something that Ontario could actually be proud of as an accomplishment.

No No No! It's all neutral and it works!

Sorry, that would be way to good for the environment and the economy. And on top of that its not taxable. Well that's it. Its no good for flossy then.

What will happen when we lower CO2 beyond the level necessary for life?
Ugh! I'm not talking about scrubbing the atmosphere, I'm talking about using the carbon capture technology that's available, and then shipping that CO2 to a facility to have it broken down.

Sorry, that would be way to good for the environment and the economy. And on top of that its not taxable. Well that's it. Its no good for flossy then.
Sure it's taxable. The remaining elements and compounds can be sold. There'd also be payroll taxes and business/corporate taxes.
