I regard myself as generally pretty cynical. I'm always willing to accept the worst from people, corporations, unions and governments.
But I've found the best way to consider the likelihood of stuff like you posted is to consider the self-interest of the people involved. Every decision has a pro and a con. So let's see, for the French government to stage this means a pro of... well, not sure, maybe temporarily distracting people from their economic issues. On the Con side, this is a left wing government, so it might well drive a lot of people to supporting the right wing. Also on the con side, you'd need a lot of people involved, and if the secret gets out, well, your whole government gets guillotined.
It's like saying, gee, there's a dollar on that counter. I could snatch it and run and have a whole dollar! But of course, the owner might shoot me in the head. Tremendous risk of a huge downside for very little upside. Not many governments are going to go for that. Why should they?
