Maybe debt-to-GDP ratio isn't everything if you owe a big part of it to yourself.

West Texas is supposed to turn greener as the easy gets wetter and colder. Do you let big corporations invest a few billion over 20 years or allow the homeless to become 'homesteaders' and invest their sweat over 20 years as that is how long it would take to turn it a productive green that needs minimal care and it produces two crops per year.
