Given the fluidity of the circumstances of Brown's death, I think I will reserve final judgement until all the reports are in. However, I think it would be a good bet. If I recall, one of the ways of ingesting is adding the drug to a cigar.
But, you are also correct that the report is not yet available so any speculation on Brown's state of mind is just that at this point. Too many people have gone off half c-o-c-k-e-d. Time to wait for all the facts.
