In terms of battlefield advantage the US is already in the position of being so involved they cannot back up and Russia is in the position where they only have to supply the 'nationalists' with the smallest amount of hardware and intelligence and the US is in a Vietnam they cannot walk away from.

I'm not sure what industry you are in but a city like Calgary losing all funding might not be as bad as it first looks, that doesn't mean drastic changes wouldn't have to be made. City parks and any green area would be given to the homeless as garden areas, residential rooftop gardens would also be 'standard' as if you don't grow it you won't find it on your plate. What else would cow-town have to offer if the economy crashed. Gas still has to flow so any part of that would need people as well as the field workers as well but it isn't a center for grain or livestock so reasons for being there might be limited and 'the rest' move south where it should be cheaper to take care of them of they can wait and die in the cold when the furnaces don't work. Rather than strip the foothills of wood you sit on a beach as far south as you can go and not become 'overheated'.
