What types of toxins can they lug in manually which are potent enough to not be diluted by billions of litres of water and still pass through the massive carbon, high intensity UV and organic filtration without killing the handlers dumping it in?

Yep. But as I said; the USA goes nuts in protecting airplanes that hold only a couple hundred people and if crashed may kill and injure a couple thousand, and yet sticks up a fence or two and maybe a cam here and there around a reservoir serving dozens of thousands of people and calls that adequate protection. Interesting.

Anyway, why does one have to get paranoid after they know they have cancer? Personally, I wouldn't, but I would set about trying to cure myself of it or find help for it and do what I could to keep from getting it again.

Any Category 1 toxin. Concentrations can be as small as or smaller than 0.1 mg/L. Some benzene compounds, dioxin or dioxin like compounds, etc. require very little amounts to be toxic and toxins don't necessarily have to kill to be a major pain in the dairy air.

I "got it" long ago. Still see no reason to get phobic or paranoid about it. Level-headedness beats panic.

Sorry, you should have read closer. UV kills it as does chlorine.
Benzene loves chlorine and many of its compounds are not affected by UV.

You're right about botulinum. If I were to use that, though, outside of intravenous injection, the most effective way to spread it to good effectiveness is make it airborn.
Even aerosol doesn't work according to what Boner posted.

An aerosol release could also lead to high numbers of casualties, although the event would be more localized. Experts have estimated that 1 g of aerosolized botulinum toxin could kill up to 1.5 million people (Shapiro 1997). Aerosolized particles of botulinum toxin are approximately 0.1 to 0.3 mcm in size (Shapiro 1997). Despite these estimates, some experts discount the potential of botulinum toxin as a bioweapon because the toxin may not be very stable in an aerosolized form (Arnon 2001).

Although contamination of a water supply is feasible, this approach is unlikely since a large amount of toxin would be needed to initially contaminate water. In general, deliberated contamination of water with potential bioterrorism agents may not be very effective for the following reasons: dilution of the agent in a large body of water; direct inactivation from chlorine or other disinfectants; nonspecific inactivation by other mechanisms (such as hydrolysis, sunlight, or microbes); filtration; and the relatively small amount of water that is actually ingested from the source (Khan 2001).

Perhaps terrorists might contaminate the carbon filters and stuff before it even arrives at the purification plants, or the water after it leaves there.
