The government's treatment of its people or the buying power of its average citizen has absolutely no bearing on the power and capabilities of a nation... in this case China.
China is a massive and powerful nation. Regardless of what they average Chinese citizen can buy at a market... his government has practically bought the United States.

You're just giving out the typical excuses set forth by the GW crowd that are supposed to explain away the reasons such a powerful nation like China is giving a "Developing Nation" status. They just put 3 Men in orbit. The US doesn't even have the capability to do that now since we've retired our Shuttle Fleet.
That is why even our liberal President won't give in on this.
China is now subject to external finacial/business pressures. If the west is serious enough to cut back on its own emmissions, and also cut back on cheap imports from China, it would give the Chinese energy industry the option on backing off.. On the other hand if we race each other to provide them with cheap energy so that we can buy their cheap products we are doing the opposite.
