A fiscal transfer is redistribution or subsidy of tax dollars. I'm for this kind of policy. For immigration it costs the country $1.5 billion per year (250000 immigrants/yr X $6000).

But I'm not in favour of this fiscal transfer in this economy, not when health care needs more money, not when dental care is excluded from medical coverage, not for the growing number of convenient Canadians which produces the Toronto 18, not for immigrants from countries who believe in honour killlings. The article mentions how immigrants push down wages for low skill Canadians. The benefits of immigration largely reside in the ivory tower these days.

The annual OECD report on income inequality released a short time ago has once again received its ritual media coverage in Canada with headlines like, "Rich-poor gap growing in Canada" and, "The rich are getting richer and the poor are getting poorer."
The explanation of the growing income gap found in these stories fundamentally involves blaming free markets for causing the export of middle class jobs to the developing world, the privileged who exploit consumers to get fat salaries and bonuses and the politicians who buy financial support from the rich by lowering their income taxes.

There is never any consideration of the really important causes of income inequality in Canada. One of these arises from the aging of the population, which increases the reported income of the growing numbers who are near retirement and have income from work as well as their nest eggs. Increased income inequality due to this phenomenon should not be considered a blemish on society and require corrective policies.

One of the most important causes of growing inequality in Canada that is never mentioned in the media is the country's immigrant selection policies. Statistics Canada reports that the incomes of recent immigrants initially is about 60 per cent of the incomes of Canadians and rises to a maximum of 80 per cent after 10 years in the country.

Government data show that these recent immigrants are over-represented by more than 20 per cent in LICO poverty statistics. (Low income cut-offs, or LICOs, are a gauge of the income level at which a family may be financially stressed because it has to spend a greater share of its income on basic needs, such as food, shelter and clothing, than an average family of similar size.) Of the immigrants living in poverty, 38 per cent receive housing subsidies while only 23 per cent of Canadians do. Immigrants with low skills compete with low-income Canadians, depressing their wages and increasing inequality.

During the last 10 years alone, about 2.5 million immigrants have entered Canada and contributed to the growth in income inequality. Should it be reversed by raising income taxes on the rich, who already pay for fiscal transfers worth $6,000 a year to each immigrant due to progressive tax rates and universal access to government benefits and who already pay much to support the larger number of Canadians who have been pushed into the low-income class by competition from the many immigrants with low skills?

The media reports on income inequality never mention the life cycle of earnings experienced by all Canadians. After schooling, incomes are low but increase with age, reaching a peak around age 60 and drop again in retirement. Would Canadian society really be better off if the government gave more money to the young starting their careers and take it away from those at stages in life where incomes but also family obligations are highest?

These reports also fail to note the presence of Canadian adults who are in the low-income classes due to temporary influences like illness, divorce, unemployment or lifestyle choices that see them travel the world or study for a different career. Similarly, those in the top income brackets are there only for a limited period of time, like the athletes, performers and artists whose extraordinary success often lasts only a few years. Many entrepreneurs and executives in the private sector earn high incomes for a short time in their work lives.


The importance of life-cycle incomes and temporary influences on the distribution of income is documented in studies of the incomes of individuals through time. Statistics Canada tracked low-income earners between 2002 and 2007 and found that 60 per cent moved into a higher income group after one year, 79 per cent did so after two, and nearly 90 per cent after six. In the United States, of 100 workers who were in the bottom 20 per cent of earners in 1996, 45 per cent had moved to higher brackets nine years later. Of 100 in the top quintile of earners, 39 per cent had moved to lower ones.

It is a tragedy that these truths about causes of income equality in Canada rarely reach the public and leave it with a seriously distorted view of conditions in Canada.

What you don't get is that we have a lot of bureaucrats that together make a pile of money to bring in Immigrants. That is their job. If you stop bringing in immigrants, the bureaucrats will lose their jobs. Everything they do, every report they write is to justify their pay cheque. How would they pay their mortgages, feed their kids and holiday in the Bahamas? You truly are a heartless bastard, ya know that. You are the type of guy who steals candy from a baby.

And plus if we don't feed/save the world/children we will go to Hell ASAP. We need to spend billions to save them from their folly. Only we can do it, no one else, it is our mission, our duty as good white people to show them the way.

Dump, are you aware that Canadians are simply NOT replacing the numbers of people that die each year?

That without immigration, in less than 50 years, Canada will not be able to support it's own aged population any longer?

I just love the bashers, that don't bother to learn anything about reality.

The thread below stated earlier that you're wrong T.O.M. We're getting more people in the process that cost more because they are grandparents and family class immigrants and are not suitable for productive employment so we are getting more populated and poorer. We need fewer families from Asia and Africa and more individuals from Europe, Asia and Africa.

When individuals come, like my dad did from Europe, he got $0 from any govt and married a Canadian woman and they had very Canadian kids who have good paying jobs. My dad left the old country behind, the current crop of immigrants usually do, but too many are not, thanks to cheap jet travel, and the internet.

Or we could close the immigration dept and pay Canada women $2000 per year to have a third child and $6000 per year to have a fourth child. I like that solution. But picking individuals who want to become Canadians ASAP, marry a Canadian, and leave their old family/country behind are the best.

It can with an open border to the south.

But if we let in young, educated Americans who can easily find good jobs, then the colonial white guilt seekers would cry racism because then mostly white people would be entering Canada and we are now supposed to help the third world, not the white superpower. Plus it would be as cheap as all get out. No ESL classes required here. And they'd probably cause more carbon emissions too. Impossible. No can do you racist under the current regime.

That's a an easy and good solution to increasing the population of Canada.

You know, it was nice white Ukrainians who pushed for multiculturalism in the 1960s and 1970s. Our British and French history wasn't good enough for them, they wanted their own recognition. We went from being British to being multicultural. We missed Canada somehow here in the process.
