Which tax for being a foreigner would you have liked exemption from exactly?
How about parity? I did not read them as taxes, they were called surcharges on Air Canada's webpage. From what I read, Canada and Mexico were exempted from this surcharge in 1997. It came up for renewal and the Obama Administration pushed to not have it renewed. No other country was exempted.
Now not to move the goal post but I'd like to point out that I found this out while looking for info on this. 2.0 to 2.5 Million Canadians cross the border each year to avoid Canadian air surcharges. Why is a measley $5.50 such a big deal? And $5.50 is peanuts if you are flying into the US for whatever reason.
