I'd be curious to know how many non-voters stay home just because they're turned off by the partisanship?
After all, if we should look at it from a cultural perspective, those who are raised to 'be nice' are likely to be quite turned off by partisan politics, and as a result, lower their respect for the whole electoral process.
I'm not saying I know the answer. But if would be something worth looking into.
