"We" did for decades. Then all sorts of incentives, "guarantees", crap piled on crap were paid out so the US Steel would keep Stelco going but, no. It was like Kraft buying up all of the thousands on independent cheese factories in the 60s and shutting them down do that they had a monopoly on their muck.
