Like I said, it's the Global Adjustment Fee that's the problem. Who cares how much energy Phoenix uses overall? Look, when you use say, $200 worth of hydro in a month, it is not unreasonable to pay some taxes on it. What IS unreasonable is a 400% fee that cranks your bill up to $800.
If a person in Phoenix uses an additional $50/mo of hydro in the summer time, their bill goes up $50, plus the applicable taxes.
If a person in Ontario uses an additional $25/mo of hydro in winter time, their bill goes up $100.
