It was Trudeau that got the ball rolling towards the debt with his economics. When Mulroney came in the money was all tied up and his attempt to spend his way out only made the problem worse.
But in terms of the GST, do you think the Liberals would of been able to balance the budget if wasent for the GST and other policies and agreements the Tories did implement.

I didn't like the Mulroney government, that is why I joined Reform back at the very start.
However, Jean Chretien's most amazing acheivement in office is that he made Brian Mulroney look good by comparison.
You know, I always try to give a new Prime Minister a fair chance to prove themselves, whether or not I voted for them. All I have ever expected is a reasonable level of decency and competence.
Not a single one, and I started with Trudeau, has lived up to any minimum standard. NOT ONE.
Harper, despite my Viva Harper above, is still in his grace period. I voted Conservative, but the jury is still out.
So far, in my book, he hasn't done too bad. I'd give him a "C". But its early in the term.
