If that were the case then Watergate probably wouldn't have been anything or the Bay of Pigs or Iran-Contra etc. The files on the Kennedy assassination are still there waiting to point a bloody finger. There are laws surrounding the destruction of all such documents and for good reason. If they could just shred their way out of a scandal we would never have any.
