How would you makes the roads safer with an unlimited budget as you don't get to repair it very often? As a roadbuilder I should have the advantage in my own mind. If I am right my list should be longer and contain some useful information cause they have a lot of wrecks, especially skids on ice and snow and other times too much power and speed and probably a lot of alcohol, any way I hope the repair bills are way down.

on divided hi-ways instead of sloping to theoutside at 2% you invert the crown at 1% ('V' the road) and in the middle you make a soldi thin barrier (like a single or double row depending of speed and weight of the traffic) Where the ditches are you slope those to the outside at 3% and that is for snow. Since it will be around for months the snow is pushed to the outside and a pile 6ft high is made and as wide as the snow fall requires, it is then fluffed up to the quality of fresh fallen and when a skid occurs a car could disappear completely but stop in the snow-bank with no damage and the riders open the windows and climb up and the odd the snow and find the trunk and get the shovels and dig themselves out and the next day the road crew comes along and fixes the bank for the next slider to hit it. Te goal is to limit the number of cars that get turned to spaghetti when crossing the meridian and limit damage to people and vehicle when hitting the ditch. (a culvert system is just under the sod in the ditch and in the 'V' corners (side sloped) or storm drains in the summer, in the winter the water would freeze and make the road flatter when icy. To combat that trucks at scales would load up bins on the truck in front of the steering and traction tires and speed sensors would turn the belt so the material lasted to the shop or next set of scales. For private cars they need a universal rubber bumper wrap around in town, as the first of many steps to save property and people. Had things been different the next part might be more of a question than a solution. Being from the east and knowing what steel can and cannot do, you could design and estimate the production end better than, oh say a persons handles sharp corners by putting on bigger brakes. The walkways so they resemble the road that use overpasses if there was wheel chair access although I think an elevator taking a token (for the ones with wheelchairs ect) or cash for the lazy ones that take a ramp or escalator and then you walk far above the traffic and nobody gets tangled up with metal. (for the ones trying suicide of their own free will) make a hole with a hard landing for the ones that are looking to die rather than collect insurance) Goes to show how letting the KGB have the reigns so many years when their solution was to armor up the cars and such. Things are much different these days, now the citizens do not want any changes as promised by the West. The last 60 years have shown that the words said are never followed and never were intended to be followed when things were being said or signed.
