Regardless of the reason for the shortage the answer is not more gas. Sorry.

The answer is less gas.

The solution to a shortage is to have less of whatever you're already short of?

Agreed. It has everything to do with deliveries made by ship instead of pipeline.

Where would the crude oil be delivered to that would help with the shortage of refined gasoline in a province with no refineries?

The solution to the gas shortage is to use less gas.

As for your second question - By George I think you've got it!

There is no scenario whereby BC starts getting cheap gas. That ain't gonna happen and claiming that investing a few hundred billion more dollars will make it happen is illogical.

I stand corrected

"... So maybe restrict the availability of ambulances, firetrucks and police vehicles?.. Start there?"

Actually maybe make those uses a higher priority and use that to help reduce the use of gas vehicles within the Greater Vancouver area.

Lot's of good ways to reduce the use of cars and trucks and increase the use of light rail and buses etc.

For example Toronto is closing down King St to cars in order to help the street cars get through there.

Most buses and short haul trucks are burning NG as it is.

By far the biggest waste is how people drive in Vancouver.
