Of course it is, and there is relatively, more heat stored in the oceans. It's a quantity that is increasing...The maximum sustainable wind a hurricane can achieve is a mathematical function of the temperatures of the atmosphere and ocean, just like the maximum distance Bonds or any of the other juicers could hit a baseball is a function of their muscle strength.
