There wouldn't really be anyone disentitled to vote (other than frauds) under Canadian rules where someone - especially a member of the clergy, a doctor etc - can vouch for the potential voter.

The current Canadian rules are pretty good, but even here they are trying to eliminate vouching.

I have not heard of any US states including vouching in their new ID laws.
