Incorrect.
The ministers office writes the proposals (laws) and it is then sent to the affected ministers that vet the proposals which then is sent to parliament. Once it is passed, by house and senate and pencil whipped by GG, it then becomes law for all government departments to abide by.

It's not like the US is reliable for news.

It was, if I recall, Fox who was saying a person was 'trampled to death' from the horses yesterday, which was not the case. No one showed up in Trauma in Ottawa, according to a doc who was on (friend of a doc I work with commented that when we were talking about the BS yesterday).

Then again, the US is the land of "Fake News!"
