The link I provided above says "officials" it doesn't say inspectors.
It does say someone fell down prior to the stairs and broke their hand which the city is responsible for.

The Toronto senior was contacted by Mayor John Tory Thursday night and was advised that the new staircase will go up at a cost of $10,000.

65,000 for a flight of stairs isn't worthwhile. Honestly, how much would cost to hire a bulldozer to dump sandthere and then a few min to flatten it out with shovels to create a comfortable incline.

We could even splurge and cover it with turf and it still wouldn't approach anywhere near 65,000. As for safety, I've never heard of a sand hill collapse yet.
