Dear (friends),

Hope you are all well. May I ask you for your help?

As the Toronto Star newspaper's Canadian Immigrant magazine named me as 1 of the Top 75 Canadian immigrants of 2010, I wondered if I may ask for your vote to be in the Top 25? If you agree, I would add your name and e-mail address to my tally.

May I have your family and friends' votes as well? If they agree, may you please send me their names and e-mail addresses and I will count their votes. They can also send their names and e-mail addresses directly to me at: . You have to be a Canadian resident (excluding Quebec - sorry this is their rule) and at least 19 years of age. You will only be contacted if you are 1 of the 2 random winners of a $500.00 Visa gift card. I would be extremely grateful for their support. Feel free to forward this e-mail.

I thought it was funny reading that you had to be a Canadian resident...excluding Quebec!

What's the deal with that?

Also how does stuffing a ballott box make you the best Canadian immigrant?

Quebec has it's own lotto and prize award scheme.

Some more facts related to this case.

- 75 candidates were eligible for selection as a top-25 immigrant in the contest.

- all "voters" on the site were eligible to vote for 3 candidates.

- each voter would enter their name, their email, and check off a box stating they agreed to vote only "once" in the competition.

- the person who solicited votes with the above email, didn't direct his supporters to the site to vote (and why is this?). Instead, he collected their emails for his "tally". He further didn't tell his would-be supporters that they had the option to vote for up to two other candidates.

- he presumably used the emails of those individuals who agreed to support him, and voted at the site with their information. If he did this, he would have checked off the box that he agreed to vote only "once" in the contest for each of these emails.

- given that every email had up to 3 votes, the question becomes, what did he do with the additional votes?

- it is clear that the method he used to solicit votes permits a mechanism for him to "rig" votes, since it would allow him to vote for 2 additional candidates for every one of his "supporter's" emails.

- he could have used these additional votes to vote for candidates he felt he was not competitive with. This would have reduced the likelihood that candidates who were competitive with him would be voted into the top-25. This in turn, would have increased his chances of finishing in the top-25.

- although this type of activity is clearly in poor taste, does it constitute outright cheating?
