He's a Spanish comedian nicknamed "El Risitas" ("The Giggles").
In June 2007, he appeared on Jesús Quintero's show Ratones Coloraos (Colour Mice) and described an incident when he worked as a dishwasher. He describes leaving some paella pans (paelleras) at night in the ocean to soak and clean, and when in the morning he returned to retrieve the pans, they had washed out to sea with the tide. He frequently interrupts the story with his trademark laugh. The original video was uploaded to YouTube on June 25, 2007 and received over a million views.
Since then, it's become popular to put English subtitles over his interview to make it appear as though he's talking about something else, usually a current event.
Haven't heard that one yet. Are they perhaps making a supply of rotten eggs to throw at politicians when they find out how much freedom we just lost for no good reason?
