When is the last time Montreal updated it's water and sewer systems so it ran at no more than 80%? If it is overdue then they can probably get a Federal grant once they let the sewage flow into the streets.
Instead of building new some time ago to suit the demands of the people and then closing down any updates that would benefit the children and grandchildren if it lasts until the older generation dies then it has served it's purpose and fuk the rest.
No shortage of enthusiasm for an Expo and that was less helpful to the residents than a new sewer treatment plant.
