BTW they are all poisoned lands.

A more practical idea is constructing a freezeway to from Edmonton to Hawaii so residents can skate to escape their short (6 months) of winter.
If going east, it's downhill all the way to Winnipeg.

Yup and they even own the strips that cross roads. Who would be liable for skaters bouncing off motor vehicles?
It's not likely roads departments are going to allow an ice surface across a thoroughfare so skaters are going to have to stop look and listen anyhow. How do vehicle-pedestrian collisions usually work out?

One exists already; we call it the Saskatchewan River and Lake Winnipeg.

A better idea is to house the entire population of Edmonton and area ( just over 1000 000) in a single highrise with a base the size of a football field and a height of 1000 storeys. Each Edmontonian would enjoy 50 m^2 (about 500 square feet) of living space. As well, a spiral freezeway could encircle the building; going down would be a thrill of a lifetime.

I get the idea. The old Bay parkade had a corkscrew ramp going down just five levels. As a kid it was a blast to bicycle down.

Still plently of spiral ramps throughout our peaceable kingdom; while driving up or down, one is tempted to add vehicle paint to decorate the concrete walls.

Instead of a freezeway, luge runs from the outskirts to downtown Edmonton would be more cost effective. After all, downtown must be down hill.
