According to the plan, Hamas would give up its heavy weapons completely. As for smaller weapons, the US is considering launching a “buy-back” programme (Ah-Hah! Carney’s role?) where rifles, pistols and machine guns will be handed over by the owners in exchange for money.

Israel insists on full, non-negotiable disarmament, rather than the partial, "frozen," or hidden weapons storage that Hamas has previously suggested, like in December, well into phase 1 of that plan.

The United Nations Security Council has authorized the International Stabilization Force (ISF) and the Board of Peace to operate in Gaza until 2027. The plan calls for the disarmament of Hamas (not partial disarmament) and demilitarization of the Gaza Strip, and the creation of a special economic zone.
