So example one could be an example of Freedoms necessary for the liberty and integrity of the person, because the blind man wouldn't be able to operate in public without the guide dog.
In my opinion no Canadian can deny him that right even if they choose to use religion as an excuse to deny him that right. Being a country were we are predominately atheist i think this example would qualify as a "Canadian Value"

If a Muslim refuses to give service to a blind man because he thinks the dog is "impure" and recites a hadith which allows him to refuse service to the blind man then i can honesty say that many Canadians don't share the same "values" as the muslim in question.
