I'm not sure what the big deal is. We give free toilet paper, hand towels and soap.
Could you imagine the outcry if we treated bum fluff like tampons and expected people to carry around their own.
As long as people understand it isn't "free". It never is. The costs just get handed down.

I can easily... they're liberal college students and think everything should be free... tuition to tampons.
Okay, there might be an argument for free tampons. If so though, the college should raise tuition fees accordingly to balance its books and if the government is funding it, then it should raise taxes first. I prefer tax-and-spend to borrow-and-spend if spend we must.
Men do use them, in combat. They're sterile, absorbent and the perfect size for staunching the blood flow from a bullet wound.
What's the relationship between meat and tampons? Okay, there's an argument. But if we must spend on tampons, then let's at least balance the books to do it.
