Officer Who Bit Man's Testicles Is Off Police Force


A decorated Anne Arundel County Police officer charged with assault after a Baltimore bar brawl in which he bit a man’s testicles is now off the force, authorities say.

Michael Flaig, 31, a 10-year veteran of the Anne Arundel County Police Department, was assigned to the Northern District patrol. He was suspended and placed on paid administrative duties after he was charged May 5 with second-degree assault and public intoxication, police said.

As of Sept. 23 Flaig is no longer employed by the police department, The Capital-Gazette reports. A police spokesman would not elaborate.

Flaig is serving one year of supervised probation after being convicted of public intoxication and endangering the safety of another person; the assault charge was dropped in a plea agreement.

According to charging documents, a man told police he was assaulted by two men, one of whom – later identified as Flaig -- bit his testicles during a fight in the alley behind Looney’s Pub in the 2900 block of O’Donnell Street in Baltimore. The victim was reportedly straddling Flaig during the scuffle.

A woman who saw the fight told police Flaig entered the nearby Claddaugh Pub after the brawl, WBAL TV reports. Officers reportedly found Flaig in the bar with bloodstains on his shirt.

A Connecticut state police trooper who stole cash and jewelry from a dying motorcycle accident victim and then resigned has lost his state pension.

State Attorney General George Jepsen announced Thursday a Hartford Superior Court judge recently approved the revocation of Aaron Huntsman's pension. Huntsman had been eligible to begin receiving $1,530 a month in 2024.

A 2008 law allows the state to revoke the pensions of state or municipal officials convicted of crimes related to their jobs.

Huntsman stole $3,700 and a gold crucifix from John Scalesse as he lay dying after crashing his motorcycle on the Merritt Parkway in Fairfield in 2012. He was sentenced to a year in prison.

Huntsman is from Fairfield. He has apologized and said he isn't the same man he was at the time of the accident.

The city of Fullerton agreed Monday to a $4.9 million settlement for the father of Kelly Thomas, a homeless, mentally ill man who died four years ago after a violent encounter with Fullerton police.

Attorneys struck the deal early Monday, hours before a civil trial was set to begin in the wrongful death claima trial that would have included video recordings in which the 37-year-old Thomas screams for his father to help him.

Federal officials say a criminal civil rights investigation remains open. The five-year window on that case closes in July.

A city security video that surfaced after the incident showed several officers threatening Thomas. Though the video isn’t clear on all that transpired, Thomas was unconscious at the end of the encounter and his injuries included a compressed trachea and broken bones in his face.

Kelly Thomas had been diagnosed with paranoid schizophrenia and suffered from mental illness throughout his adult life. County health officials labeled him “gravely disabled,” and he’d spent months inside psychiatric treatment centers.

Since Thomas’ death, Fullerton enacted police reforms that include better training for officers in dealing with the mentally ill and more “homeless liaison” officers.

And Thomas’ story has been tracked closely by people who advocate for the mentally ill.

“I don’t see how any thinking person could watch and listen to those videotapes and not conclude that this man was beaten to death,” he said.

“Somehow we are able as a society to dehumanize (the mentally ill) because of their circumstances. Then that serves as a rationale for behavior that would not be acceptable anywhere else.”

Ron Thomas had said he would donate money he might be awarded as result of his son’s death to helping the homeless.

Documents filed in a civil suit against Const. Brian Heideman allege the incidents took place in April and May 2012 — weeks after his confrontation with Robert Wright, who is also aboriginal.
None of the three cases resulted in criminal charges against Heideman.
The court documents also say Heideman admitted he lost a bag of cocaine, a crucial part of a separate drug investigation, and used steroids on the job.

"Most Canadians, if they found out a member of the RCMP had lost a bag of cocaine, had been using steroids illegally, and had used excessive force on three First Nations persons — and those allegations were all true, and I don't know if they are — probably wouldn't want that person remaining as a member of the RCMP," Wright's lawyer, J. Scott Stanley told CBC News.
Wright is suing for damages in civil court.
The new information about Heideman emerged in affidavits filed by Stanley on Dec. 9 in B.C. Supreme Court.
The documents quote testimony, given under oath, by both the constable and his former supervisor, Terrace RCMP Inspector John Dana Hart, during their examinations for discovery — a disclosure of facts to Wright's lawyer before the civil case is heard.

Stanley has asked the court to force Heideman to answer additional questions he refused to answer during the closed-door examination for discovery earlier this year.
There were two internal police hearings into claims of excessive force against Heideman in the cases of Wright and a second FIrst Nations man, but the outcomes are unknown as information about internal discipline is protected under the Privacy Act, according to the RCMP.

CBC News obtained a video of the incident between Wright and Heideman in 2014.
The video shows then 48-year-old Wright being taken to the ground in a concrete jail cell. Wright was thrown backwards as he knelt on a bench in a cell. Heideman was accused of taking steroids around the same time in 2012.
Heideman was censured for involvement with steroids and docked eight days pay in 2014. He is now stationed in Vernon, B.C. The RCMP said it was inappropriate for them to comment on Heideman's status since the matter is before the courts.
Heideman has been cleared of other complaints in the past, including one from Edmonton where he was involved in a high-speed car chase that left two teens, who fled police, dead.
Neither Heideman, nor his lawyer, have responded to the new allegations, which have yet to be proven in court.

If this f**ker is convicted he should not only serve a few years hard labour in prison but should be fired from the force. He is a disgrace to the force and to society at large. If he's not convicted then the entire system is totally corrupt. I think it probably is anyway!

COLONIE, N.Y. — A police officer with no prior history of domestic violence fatally shot his wife and one of their sons, and then set the family’s suburban Albany house on fire before killing himself, according to authorities who said Thursday they’re baffled by the veteran cop’s actions.
Surveillance video from a neighbour’s home shows that before the shootings on Tuesday, Israel Roman, 44, placed items for the couple’s 15-year-old son inside a car parked outside the house in Colonie, police said. The teen was at a high school basketball game when his family was killed.
Roman, who served the past 12 years on the town police force, used his service handgun to kill his wife, Deborah, 44, and their 10-year-old son, Nathan, said state police Capt. Robert Patnaude. Police believe Roman placed their bodies on the bed in the master bedroom, started a fire and shot himself.
Firefighters responding to the home discovered the bodies. Dispatchers had alerted them that it was the home of a police officer, and officials said the sound of what appeared to be exploding ammunition was heard at the scene.
Israel Roman was a hunter and had sold three of his guns at a local firearms dealer earlier Tuesday, police said.
Deborah Roman had a doctor’s appointment that morning and took the day off from her job as an English teacher in a nearby school district, authorities said.
The couple’s 15-year-old was being cared for by family members, officials said.
Colonie police officials described Israel Roman as a hardworking, decorated officer who had no history of behavioral problems prior to Tuesday.
“We had absolutely no indicators of any kind of misbehaviour,” said Colonie Police Chief Jonathan Teale. “This was completely out of character for him.”
Roman served in the U.S. Army Reserve in the 1990s and previously worked as a corrections officer and sheriff’s deputy in neighbouring Rensselaer County, Teale said.

And it seems to start right at the beginning with the training and the people who do the training.
It's just so damn sad, but imagine it'll just be whitewashed and quickly forgotten with a couple days vacation and a little note on their record

There should be complete and utter outrage over this but it's almost as if the Canadian citizens are starting to believe it's just part of the RCMP culture and always will be

Using your theory, the large percentage of the rCMP members that are fed up with it are merely uneducated political morons and should learn to accept bullying and sexual advances from their superiors as part of their workplace. look the other way and accept your staff Sgt. jumping in the shower with you , or taking naked pictures of himself and handing them out to the females.

But using your theory the members that complain about this are just uneducated but yet qualified to be police officers.

NEW YORK -- When questioned over a murder, Richard Rosario named 13 people he said could back an alibi 1,000 miles long. But he spent 20 years in prison before the conviction was overturned, freeing him - at least for now.

Rosario wiped at his face and smiled Wednesday as a judge threw out his conviction in a 1996 New York City shooting that happened while Rosario says he was in Florida. Both his lawyers and prosecutors now agree his then-attorneys didn't do enough to track down Rosario's alibi witnesses and enlist them in his defence.

"I've been in prison for 20 years for a crime I didn't commit," said Rosario, who had lost multiple appeals. "My family didn't deserve this. I didn't deserve this, and nor did the family of the victim."

Rosario hasn't been cleared: Bronx District Attorney Darcel Clark agreed to recommend dismissing his conviction, but not the charges themselves, while she reinvestigates the killing of 17-year-old Jorge Collazo, also called George Collazo. Prosecutors could ultimately decide to retry Rosario or to drop the charges.

Unarmed Man fatally shot by Ariz. police officer begged for life

A Texas man fatally shot by a Mesa police officer in January was heard begging for his life moments before his death, according to a police report released Tuesday morning.

A witness and a transcription of officer video footage describe Daniel Shaver saying “Please don’t shoot me” and “Please don’t shoot,” just before an officer later identified as Philip "Mitch" Brailsford fired his service weapon.

Brailsford has been charged with second-degree murder and was terminated from the Police Department.

On Tuesday, the Mesa Police Department released the police report, 911 calls and other material from its investigation of Brailsford's shooting of Shaver, who was unarmed, at a hotel in January.

Maricopa County Attorney Bill Montgomery said body-camera footage obtained from the officer was used in his office's review of the case. The fatal shooting was the result of unjustified deadly force, Montgomery said.

Shaver's widow, Laney Sweet, said earlier this month that she had grown more and more frustrated by the lack of details made available to the public, including the circumstances surrounding her husband's death, two months after it occurred. They are the parents of two young girls.

"I can't bring him back, but I will fight for justice for him," Sweet said. "My kids are absolutely heartbroken and I can't fix it."

Court records indicate the unarmed Shaver could have been intoxicated at the time of his death and may not have understood what police were asking.
