It will be very difficult to get aid into Vancouver from the outside. The Sea Island airport will likely be destroyed and brides connecting to the East may be out all the way up the Fraser Valley. Others may not be much better. Most likely, the best way to get aid to a devastated Vancouver will be by ship from, say, Comox (if it isn't destroyed as well) It will be a serious pickle, no matter how you look at it.

Langley Airport and Chilliwack Airstrip.

Aldergrove crossing for aid.. but yeah, there would be mass devastation and casualties.

You missed Pitt Ghettos and Abbotsford airports.
You will need a big one, somewhere that can take large transport aircraft ... C-117 sized. Hercs can land anywhere but if it is the "big" one, you could have low hundreds of thousands needing aid and there will have to be a pretty continuous airlift for a sustained period.

Kathmandu is experiencing that exact same situation. They can't get aid aircraft in. The situation is somewhat analogous as the transportation routes in mountainous places are more limited. Vancouver has the sea to help with access but that might also be where the main danger comes from.
