Both the Military and the RCMP cannot.
Sign a petition complaining about a superior in the Military is classed as mutiny. Significant digger time for that one. Digger- Jail time
When the Charter came into effect, the Military had exemptions from the Charter.

Absolutely, so long as by doing so they don't increase costs for the consumer or the taxpayer. There is a limit to the number of parasites as man can support and we already have more than our share in Victoria and Ottawa.
