If the earth had a crust it would have been totally fragmented and in a glancing blow the impact would have allowed the upper fulid to be moved so the new paths were existed and we have the remnant of that. The days were 4x shorter so the 23deg and the other one could also have been so different that out current day length was only established 40MYA. That impact may not have made the iron core get that same deviation and the core's speed and orientation to the sun is what is altering the spin rather than the moon slowing it down, the moon could actually be stopping the crust from getting back in sync with the core which could be operating at a 28 hour day
