The catch-22 on this is the higher taxes discourage the private sector.... You'd get a lot more folks back to work if the fiscal environment was more friendly.

But that's the point - taxes are lower than in Reagan's time (they were even higher under Clinton when we had full employment)so this is not a problem.

Scale your analysis to the times.... The world was different when Reagan or Carter were in power... The private sector will take (is forced) the path of least resistance... Look at Walmart, they are doing well because they are delivering on what American's want, in large part, low prices.

I can speak for the rest of the country but here in Minnesota the unemployment rate is low and the mining/technical areas in nearby states are recruiting. Some people say those who are unemployed are the illegals who can no longer be hired unless they have the proper papers. Dunno for sure but that answer part of your question. The rest could be that the right wing keeps coming up with so many anti-Obama myths that much of those claims of millions on the dole could be just that - myths.
A biased ideological screed dating from 2011 isn't persuasive because it ignores events occurring subsequent to the date of publication.
