I've seen kids going to school speaking their mother tongue, and coming home speaking English.

English As Second Language is one og the greatest frauds in the history of Canada.

Even a single penny wasted on this fraud is a federal crime.

I'm not sure what you mean here. When I'd worked in a high school La malbaie at one time, I remember most of the teachers couldn't speak English, let alone the students and parents.

What I meant that kids DO NOT NEED tax-payer money waste crap like English As Second Language.

Same as no taxpayer-funded program needed in the Fench-speaking part of Canada. Kids going to school ther, speaking their own mother tongue, would come home speaking French.

Maybe the same reason we spend money on a firearms registry that doesn't do anything like what it's supposed to do. Or spend money on heritage buildings. Or spend money on the CBC or the National Gallery.

So in other words we can have a contry of monolingual French speakers and monolingual English speakers and yet expect that they won't feel like foreigners when travelling across Canada?

I just don't see why, considering that English and french have a pre-eminent position in the free market in Canada aready, they we then need to add legislation to strengthen them even more. The proposal in the OP was essentially to remove legislative barriers to them, letting the market decide at elast. Maybe they'd still die, but at least not through outright bureacratic obstacles thrown in their way.
