Most police forces in North America get their manuals from Israel. Containing the movement of the 'public' is one of their specialties, Gaza 1967-1987 was how the manual came about and that is what their training manual is all about. Jordan is a holding area for supplies going to the rebels, I'm pretty sure Israel has a list of what is going in. An Israeli General was in the news as he was captured in Iraq. That is involvement rather than non-involvement.

Nonsense. From your own cite, this is about a group of law enforcement executives receiving some counter terrorism training from Israel, which, clearly, has enormous experience in this area. How you stretch that to think the Israelis are training most police forces is beyond me.
