Ottawa will punish Alberta with a higher carbon tax than Quebec: Montreal Economic Institute



A detailed research report by the Montreal Economic Institute (MEI) titled “The Cumulative Impact of Harmful Policies” [PDF] indicates that if a federal carbon tax were to be implemented in Alberta, the province will end up paying 50 per cent more than Quebec.

In full the 60 page document examines the various factors impacting Canada’s energy sector with a particular interest in Alberta.

“There are no valid reasons that justify a carbon tax being 50% higher than the de facto rate currently in effect in Quebec’s cap & trade system, as Alberta’s $30 carbon tax is—and even less to justify it being about twice as high as in Quebec, as the federal tax will be by 2022,” claimed the study.

After being elected, UCP Premier Jason Kenney has indicated his opposition to the province’s $30 a tonne carbon tax implemented by former Premier Rachel Notley.

Currently the province of Quebec has a cap and trade system in effect which was introduced in 2012. The program which has collected $831.44 million in revenue for the government in 2018 currently costs polluters $20.82 a tonne.

Out of all of the provinces in Canada only Quebec has opted for the cap and trade program as a way to reduce carbon emissions. For a brief period in 2018 Ontario was also part of the program until it was cancelled on July 3rd.

As the report indicates by the year 2022, the federal carbon tax for Alberta would be roughly double the amount Quebec has to pay. According to MEI analysts Jean Michaud and Germain Belzile the discrepancy is unjustified.

“To be blunt, there is no reason that justifies such a gap. One province should not pay an effective rate that’s higher than another,” claimed Michaud and Belzile.

“Still, the federal government approved Quebec’s cheaper plan as sufficient to avoid the more expensive federal “backstop” carbon tax. We are therefore punishing certain producers more than others, which will certainly hurt an industry already faced with many problems.”

The Post Millennial reached out to the office of Premier Kenney about the report’s findings but have yet to hear back by the time this article was published.

The MEI report examined various factors including carbon tax revenue, production and consumption before arriving to its final conclusions.

“Finally, a carbon tax should not be the pretext for a cash grab by the government. This means that any carbon tax should be compensated by an equivalent reduction of other taxes, preferably the ones that are the most de-structive in economic terms: corporate taxes on profits and personal income taxes, for example,” suggests the report.

If Quebec is only paying $20/tonne while the federal rate is $30/tonne, then the tax is indeed unconstitutional. You can't charge different provinces different rates. If the Fed accepts $20/tonne from Quebec as being good enough, then the precedent has been set at $20/tonne for the federal carbon tax.
Of course it was interesting how the judges who ruled in favour explained that it was a necessary component to reducing emissions, but if that's the case then they should be responsible for explaining how and why as well. If a province or territory comes up with a viable plan to reduce emissions by the target amount and date, then why the need for yet another tax?

In Quebec, fuel of all types are already taxed at a far higher rate that they are anywhere in Canada. You can call it a carbon tax, a sales tax, an energy tax or a maudit tabarnac tax but it still ends up in the general revenues of one of the two taxing governments. Albertans are far less squeezed, overall.

This is solely about a carbon tax.
If all taxes were included, BC (esp the lower mainland) would be exempt from the fed regulations entirely
Carbon taxi is just another sin-tax sales tax. The next new tax will be the "Mom" tax and you will be against motherhood if you don't cough that one up, too.

Justine thought he was being all smart by telling the provinces that as he had no cash to send back to them that he would mandate a de facto sales tax that each province could keep.

Nobody said it had to be equal. All you need to hose taxpayer is a "climate plan" or it's imposed upon you.

If the Albertan Politicians weren't comfortable with Alberta being raped by the east they would have stopped it 70 years ago. All this is showing is how undemocratic our democratic nation really is and the 'freedom' is an illusion help up but in reality it as as corrupt and anything the World Bank owns.


Have Alberta annex northern BC as we will build our own port and trade with whoever we want to.



Nobody better act surprised and why would the US adopt Alberta when it already owns the oil and it is discounted, that would vanish if it was land 'owned by Americans'.
If the eastern Ukraine can hold back NATO so can we.

Low income persons are going to make out the best from this, construction owners and workers, trucking, mining, Oil companies and workers, etc. are the ones that are losing big time and paying for the low income free money bonanza. I travel on average 50+000 km a year with work I will be losing money.

From a Constitutional perspective the federal govt cannot levy a federal tax of one rate on one province and a different rate on another province. This is effectively what Groper is doing with Quebec and the rest of Canada.

Why are certain industries in certain Provinces that actually are the core of emitters getting 90% back?

Why are we paying full price to heat and power our homes?

The EcoEnergy program under Harper actually did something to reduce consumption with home upgrade grants and we never needed a tax to fund it.

It cut my reno bill drastically as I was able to source my own materials that met spec. With the CAD at $1.10 US I ordered my windows and doors from the US and saved yuuuge.

A $50K upgrade was $20K and a lot of my own labour. $10K came from taxpayers.

I'm going back to gas. Geothermal can't handle the wild swings of a Canadian winter.
