Civilian jobs under contract might be scaled off the soldier's combat pay meaning raises beyond the soldier.

Scaling is common place.

Politicians. If you seriously think a bureaucrat made this decision without consulting the political masters, you are a fool.
The Crats are following Laws passed by Parliament, Regs and or directives from DND, Treasury Board or the Privy Council.

Well, it makes sense that bureaucrats make at least some of the decisions involving military/civil salaries. If it always took politicians even for minor decisions on pay adjustments, we'd have a shipload more politicians around than we do now.
And that's not to mention having to replace these decision-making politicians every time we had a change in gov't.

The Crats follow policy - Criteria for danger pay - Members from the Military, Govt Politicians, differing Depts. make their recommendations etc and then a final decision is made by the appropriate Minister(s), Cabinet - After that as in this case the Crats are following policy. An ffn dumb one mind you but Govt approved policy.

No Politician in his/her right mind would have approved the cut in danger Pay for Afghanistan.

When published numbers for what dept has how many people etc they always list the Military as Military. And they brek those number down further to Civilian and Military.

Calling them something different doesn't mean they are something different. They are people that work for the government whether they are soldiers or mailmen.

They are called trial balloons. It is a fairly common practice.

Who makes the decisions? Policy decisions are made by politicians
they are then turned over to the system to work out the details. This
is a case of where the situation would fly under the radar. It did not
fly under the radar. Now they have to reverse the directions given to
the people who will take the blame.
This is a PR disaster for the government and now they live with the
consequences.
