Ihor Kolomoyskyi is rated as the second or third richest person in Ukraine (after Rinat Akhmetov and/or Viktor Pinchuk) since 2006.[10][11] and 1941st richest person in the world according to the Forbes magazine list of billionaires (as of 2019).[8] In March 2015 The Economist listed his net worth as $1.36 billion.[12] Kolomoyskyi is the leading partner of the Privat Group and a de facto chairman of the FC Dnipro Dnipropetrovsk.[13]

In 2019, Kolomoyskyi was included in the list of the 100 most influential Ukrainians by the Ukrainian magazine Focus, taking the 3rd place.[14]

In 2021 the US banned him and his family from entering the country due to "significant corruption", with US Secretary of State Antony Blinken claiming that he was "involved in corrupt acts that undermined rule of law and the Ukrainian public’s faith in their government’s democratic institutions and public processes, including using his political influence and official power for his personal benefit" and that he "poses a serious threat to the future of Ukraine."[15]

Today, I am announcing the public designation of oligarch and former Ukrainian public official Ihor Kolomoyskyy due to his involvement in significant corruption. In his official capacity as a Governor of Ukraine’s Dnipropetrovsk Oblast from 2014 to 2015, Kolomoyskyy was involved in corrupt acts that undermined rule of law and the Ukrainian public’s faith in their government’s democratic institutions and public processes, including using his political influence and official power for his personal benefit. While this designation is based on acts during his time in office, I also want to express concern about Kolomoyskyy’s current and ongoing efforts to undermine Ukraine’s democratic processes and institutions, which pose a serious threat to its future.
This designation is made under Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2020. In addition to Ihor Kolomoyskyy, I am publicly designating the following members of Ihor Kolomoyskyy’s immediate family: his wife, Iryna Kolomoyska, his daughter, Angelika Kolomoyska, and his son, Israel Zvi Kolomoyskyy. This action renders Ihor Kolomoyskyy and each of these members of his immediate family ineligible for entry into the United States.
This designation reaffirms the U.S. commitment to supporting political, economic, and justice sector reforms that are key to Ukraine’s Euro-Atlantic path. The United States continues to stand with all Ukrainians whose work drives reforms forward. The Department will continue to use authorities like this to promote accountability for corrupt actors in this region and globally.

A comedian and actor who had been famous since the 2000s, Zelensky began his political rise a few years after taking on a starring role in the political satire “Servant of the People,” which began airing on the oligarch’s network in 2015. The show starred Zelensky as a humble history teacher whose anti-corruption rant in class is filmed by a student, goes viral online, and wins him national office.

In a case of life imitating art, Zelensky ended up winning the real-world Ukrainian presidency just three-and-a-half years after the show’s launch, with more than 73 percent of the vote.

Zelensky capitalized on widespread public anger at corruption, but his 2019 campaign was dogged by doubts over his anti-graft bona fides, given that his campaign was boosted by media belonging to Kolomoisky — who is accused of stealing US$5.5 billion from his own bank and funneling it offshore in concert with his partner, Hennadiy Boholiubov.

In the heat of the campaign, a political ally of incumbent President Petro Poroshenko published a chart on Facebook purporting to show that Zelensky and his television production partners were beneficiaries of a web of offshore firms that allegedly received $41 million in funds from Kolomoisky’s Privatbank.
