But if he let the illegals work, they cost no money and even contribute to the economy. If he fights them all, that costs the taxpayer money. Is money the real concern or is it something else?

What do you have against working and paying taxes? If we just let them work visa-free, they'd pay taxes or at least not cost anything.
I cross the Ontario-Quebec border frequently. I also travel to Toronto sometimes. I couldn't imagine the government wasting my hard-earned tax dollars making me queue each time I cross a provincial or municipal boundary. It wouldn't make any economic sense.
