I think there should be an exact minimum ratio of "icing to cake" when someone bakes a cake.

You are right. Some bakers put just too much icing on the cake just to offer it a better appearance. However, it is important to know that icing is heavier than the main flour component of the cake and could not be taken more than what works well.
