Much simpler. Also, seeing that tipping is not so widespread around the world, it makes North American join the rest of the world in no tipping of waiters. In most countries, we don't tip waiters. Instead, waiters are just paid more and the extra cost is passed down to the customer. Much more efficient that way than trying to figure out how much to tip in any given jurisdiction where tipping customs are all over the board.

Tipping started as something you did if you got shitty service with the tip as a message to treat the next customers better.

calculating 15% is pretty daunting

Really? What I find more daunting is figuring out the local tipping customs. In most places in the world we don't tip at all. In some jurisdictions, the tip is included in the bill. In others, the custom is to tip 15% while in others, 10%, and that can be before or after tax. Why not just standardize it; and since in most jurisdictions, we just don't tip, why not go with that?
