The Scouts have dealt very aggressively with this issue. Paedophiles look for opportunities like Scouting to persue their criminal perversions. There is a lot involved in being a qualified Scouter, these days and they are not left alone with children, ever. Scouters are in the presence of minors in groups of two or more, only. Current Police Background Checks are required of all volunteers at all times. Even with all of that, Scouters still have to be vigilant and keep an eye out, as Paedophiles will do just about ANYTHING ... and you can never let your guard down when it comes to the safety of children.
